Rio de Janeiro into chaos. This is my first impression at my arrive. The chaos of a metropolis encaged first of all by an amazing traffic jam. It was not so the years ago. I was here in occasion of the first World Social Forum in Porto Alegre in 2001 and today I found a city overwhelmed by the same growth of this country that it seems like they hadn’t been able to manage. And the chaos of the last frenetic hours of talkings before the opening of the Summit that starts today at 10 a.m. The Brazilian government, in order to avoid the complete failure seemed to be under trace, produced a new text that, even if with lots of reserves, has been approved by all. The next three days will reveal us if the glass is half full or I empty as I consider.

The UN Secretary General Ban Hi Moon opened yesterday the Summit admitting in front of the general assembly that the document that will be likely approved tomorrow should have been more ambitious. An honest position but in contrast with what he said in the same speech and Dilma Roussef, the Brazilian president hosting the conference, affirmed even more clearly: the poorest resource we have is time. The big steps in the principles that will be contained in the final declaration, and the consecration of the green economy as essential way also to fight against poverty, risk to experience a lack of essential pragmatism.

Just few hours to the closure of the Summit. Rio +20 will not be remembered by history as it was the first one. If in 1992, with the signature of the conventions on biodiversity and climate change, the work on deforestation and the adoption of the Agenda 21 there were created the political basis that would have influenced al lot of countries, today we are not arrived to the logical conclusion yet, that would require clear choices. Few weeks ago we reached the frightening concentration of 440 ppm of CO2 in the atmosphere and the Rio declaration does not contain any concrete commitment for the reduction of the emissions in addition of the one reached in Durban last year. Too little. 

The mood is resignation, not anger. By the way the NGOs of the Climate Action Network (that is the most important ones), are very careful , even if deceived, to stress the importance related to the statement that the green economy, fair and right is a relevant frame for the future and for the fight against poverty. A revolutionary principle, from which do not still come out the necessary engagement. From this the climate and the mood. Bitter, not depressed.
